Den unge FBI-agenten Johnny Utah etterforsker en serie med bankran. FBI tror at medlemmene av gjengen kan være surfere, og sender Johnny for å spane på surferne. Utah møter gjenglederen Bodhi, og blir revet med i livsstilen til sin nye venn.
